Currently the clusters are deployed, and nothing more is done.
In case people need/want it, an ingress role should be created to be able to deploy an HA(or not) ingress plane for the clusters.

This will most likely use haproxy, and be deployed inside Nomad directly

This implies that Nomad deployment is REQUIRED for the ingress deployment to happen.
